A WhatsApp messaging limit is the number of different customers your business can start conversations with in a rolling 24 hours, and quality rating is Meta's read on how people receive your messages. A new business starts at 250. Good quality and steady use raise the limit; blocks and reports hold it down.

## What is the WhatsApp messaging limit, and which tiers exist?

Meta sets the limit for your whole business portfolio, and all your numbers share it. The tiers come from [Meta's messaging limits page](https://developers.facebook.com/documentation/business-messaging/whatsapp/messaging-limits) (checked 26 Oct 2026):

> Newly created business portfolios have a messaging limit of 250, but this messaging limit can be increased to:
>
> Source: [Meta, Messaging limits](https://developers.facebook.com/documentation/business-messaging/whatsapp/messaging-limits)

The page then lists 2,000 (by completing a scaling path), 10,000, 100,000 and unlimited (all three by automatic scaling). Older articles and some tool help pages mention a 1,000 tier. Meta's current page does not list one, so trust the page and its date.

| Tier | How you reach it, per Meta |
|---|---|
| 250 | Starting point for a new portfolio |
| 2,000 | Complete a scaling path |
| 10,000 | Automatic scaling |
| 100,000 | Automatic scaling |
| Unlimited | Automatic scaling |

The limit counts unique people, not messages, and it applies to messages you start outside the 24-hour reply window. Replying to someone who just wrote to you does not use it. ## Why does the limit matter, and how does Chirpoo pace broadcasts?

It means size your first campaigns to the tier you have. At 250, a Diwali broadcast to 1,000 people cannot go out on one day. [Chirpoo](https://chirpoo.com/) paces a broadcast against the daily limit Meta reports for your number. If Meta has not reported a limit, Chirpoo assumes the lowest, 250, rather than guess higher.

Because the limit is shared across the portfolio, a second number does not add reach. A second number is useful for a second team or brand, not for extra daily capacity. See [multiple numbers in one inbox](https://chirpoo.com/blog/multiple-whatsapp-numbers-one-inbox/) for when that makes sense.

Remember that you can spread a campaign over several days. A list of 1,000 at a 250 limit goes out in four days, and the [Diwali playbook](https://chirpoo.com/blog/diwali-whatsapp-broadcast-playbook/) shows how to schedule that.

## How do you grow your messaging limit?

Meta gives one route to 2,000 and one route above it.

To reach 2,000, do one of three things per Meta: verify your business, have the partner that onboarded you verify it, or send 2,000 delivered messages to unique people outside customer service windows within a 30-day moving period, using templates with a high quality rating. Meta then reviews your message quality and approves or denies automatic scaling.

Above 2,000, scaling is automatic. Meta says it happens when you send high-quality messages across all your numbers and templates, and you have used at least half your current limit in the last 7 days. Then, in Meta's words, your portfolio's limit increases by one level within 6 hours.

Two practical points follow. A limit you never use does not grow, and a limit you use with unwelcome messages shrinks your chances. Send to people who asked to hear from you, and use the limit steadily.

## How does quality rating work, and what do blocks do?

Meta's [send messages page](https://developers.facebook.com/documentation/business-messaging/whatsapp/messages/send-messages) (checked 26 Oct 2026) says WhatsApp determines message quality from how people received your messages over the past seven days, weighted by recency, and bases it on signals such as blocks, reports, mutes, archives and the reasons people give when they block you.

Each template also has its own rating. Per Meta's [template quality page](https://developers.facebook.com/documentation/business-messaging/whatsapp/templates/template-quality) (checked 26 Oct 2026), a template is `GREEN` (high), `YELLOW` (medium), `RED` (low) or `UNKNOWN` (not enough data yet). A low-rated template can be paused: 3 hours the first time, 6 hours the second, and disabled the third time, per Meta's [pausing page](https://developers.facebook.com/documentation/business-messaging/whatsapp/templates/template-pausing).

A pile of blocks therefore has three effects: your template rating slides, a paused template stops sending, and the number itself can eventually be affected. Meta's error 131048 says a message failed because there are restrictions on how many messages can be sent from the number, possibly because too many earlier messages were blocked or flagged as spam.

## What should you do when quality drops?

1. **Stop the campaign.** Chirpoo pauses marketing sends while a number's quality is low or restricted, and stops a running broadcast early if blocks spike.
2. **Read the cause.** Look at which template and which list. A new, wide audience is the usual suspect.
3. **Fix the list first.** Remove people who never opted in, and keep opted-out contacts out. Chirpoo skips contacts who sent STOP, and by default caps marketing to two messages per contact in seven days.
4. **Fix the message second.** Make it shorter, specific and useful. Use the [rejection fixes post](https://chirpoo.com/blog/whatsapp-template-rejected-fixes/) for wording problems.
5. **Wait, then send small.** Meta notes that numbers with high traffic can change quality within minutes. Resume with your most engaged tag.

Chirpoo costs ₹999 a month, excluding 18% GST, adds nothing per message and bills no markup on Meta's rate. The [broadcast marketing guide](https://chirpoo.com/guides/whatsapp-broadcast-marketing/) ties these steps together, and [Chirpoo vs Interakt](https://chirpoo.com/compare/chirpoo-vs-interakt/) covers how tools differ.

## Frequently asked questions

### What are WhatsApp's messaging limit tiers?

Meta's current page lists 250 for new business portfolios, then 2,000, 10,000, 100,000 and unlimited. It does not list a 1,000 tier, although older articles do. The limit counts unique people messaged outside the 24-hour window (checked 26 Oct 2026).

### How do I move from 250 to 2,000?

Verify your business, or have your onboarding partner verify it, or send 2,000 delivered messages to unique people outside customer service windows in 30 days using high-quality templates. Meta then reviews your message quality before approving automatic scaling.

### What lowers my quality rating?

Meta bases quality on how people received your messages over the past seven days, using signals such as blocks, reports, mutes and archives. Messaging people who never opted in, or sending too many messages a day, is the quickest way to collect them.

### Does a second WhatsApp number double my limit?

No. Meta calculates the limit at the business portfolio level and shares it across all numbers in that portfolio, so one number can use all of it. A second number helps with team separation, not reach.
