A utility template is a WhatsApp message about something the customer did, such as an order or a booking. A marketing template promotes something. Meta's India rate from 1 October 2026 is ₹0.115 for utility and ₹0.8631 for marketing, so one stray offer line makes a message about seven and a half times dearer.

## What is the difference between utility and marketing templates?

Meta defines the categories on its [template categorization page](https://developers.facebook.com/documentation/business-messaging/whatsapp/templates/template-categorization) (checked 26 Oct 2026). Marketing is the widest: it covers "a wide range of goals, from generating awareness to driving sales". Utility is narrower, and Meta states the test plainly:

> Utility templates are typically triggered by a user action or request.
>
> Source: [Meta, Template categorization](https://developers.facebook.com/documentation/business-messaging/whatsapp/templates/template-categorization)

To count as utility, Meta says a template must be non-promotional, "not containing any promotional or persuasive intent", and must be tied to the user's action or request. Meta also puts mixed content into marketing, for example an order update with a promo. Authentication, the third category, is for one-time passcodes only.

In short: if the customer did something and your message reports on it, it is utility. If your message tries to make them do something new, it is marketing. A template can be one or the other, never half of each.

## Why does the category change the cost?

Meta's India rates effective 1 October 2026 are in its INR rate card. WhaBuzz, the gateway [Chirpoo](https://chirpoo.com/) runs on, read the card and published the figures in its [India pricing post](https://whabuzz.com/blog/whatsapp-business-api-pricing-india/) (checked 26 Oct 2026; card read 17 Oct 2026). Amounts are rupees per delivered message, before tax.

| Category | India rate (₹) |
|---|---|
| Marketing | 0.8631 |
| Utility | 0.115 |
| Authentication | 0.115 |
| Service (after 1,000 free a month per number) | 0.115 |

Take 1,000 order confirmations in a month. As utility they cost ₹115.00. If they are filed as marketing, they cost ₹863.10, which is ₹748.10 more for the same 1,000 messages. Meta bills you directly in both cases, and Chirpoo adds nothing per message.

From 1 October 2026, a utility template sent inside an open 24-hour window is also charged at the utility rate; before that it was free. Read the [pricing guide](https://chirpoo.com/guides/whatsapp-pricing-india/) for the other changes.

## What are examples of each category?

Meta's own examples are the safest guide. On the same categorization page, a marketing example reads "As a thank you for your last order, please enjoy {{15}}% off your next order". A utility example reads "Thank you! Your order {{order_number}} is confirmed."

| Message | Category | Why |
|---|---|---|
| "Your order #4821 has shipped. Track it here." | Utility | Reports on the customer's order |
| "Your class on Friday at 6 am is confirmed." | Utility | Confirms a booking they made |
| "Your appointment is tomorrow at 11 am. Reply 1 to confirm." | Utility | Specific to their booking |
| "Order shipped! Also, 10% off your next order." | Marketing | Mixed content counts as marketing |
| "Diwali sale: 20% off all week." | Marketing | An offer to everyone |
| "We miss you. Come back for a free trial." | Marketing | Persuasion, not a report |

Meta's guidance on order messages adds that they should not promote, recommend, upsell or cross-sell products. Keep a review request or an upsell out of your shipping message. If you want to ask for a review, send it as its own message; see [review requests on WhatsApp](https://chirpoo.com/blog/whatsapp-review-requests/).

## How does Chirpoo keep a utility message from being billed as marketing?

Every Chirpoo template has a category pill, utility or marketing, that you set before you submit. Chirpoo then checks the draft against that category. A utility template that contains offer language, such as "sale", "discount", "offer", "coupon" or "cashback", is flagged before it goes to Meta, with a plain note to remove the line or switch to marketing. The pill also tells your team what they are about to pay for.

Chirpoo also checks the things that cause Meta rejections: a variable at the start or end of the body, missing sample values, URL shorteners and all-caps shouting. Templates in Chirpoo are utility or marketing; one-time-passcode (authentication) templates are not supported.

Chirpoo's Shopify store messages, such as order confirmed and shipped, are submitted to Meta for you. See [order updates on WhatsApp](https://chirpoo.com/blog/shopify-order-updates-whatsapp/) for what goes in each one.

## What if Meta changes the category?

Meta can reclassify an approved template. Per its categorization page, if you picked utility and Meta decides the content is marketing, the template is approved as marketing (effective 9 April 2025). For an approved utility template later found to be marketing, Meta gives a 1-day advance notice before the update. Businesses that have been warned for misusing categories get no notice, and the change is instant.

You can request a review of a category change within 60 days of the date it changed. If the review is approved, the category stays as it was. If not, the change goes ahead.

The practical rule: watch your template list after approval. A utility template that suddenly costs marketing rates is the signal. Fix the wording, or create a clean utility version, and compare the two on delivered cost.

## Frequently asked questions

### How much does a WhatsApp utility message cost in India?

Meta's India rate for a utility message is ₹0.115 per delivered message from 1 October 2026, against ₹0.8631 for marketing (checked 26 Oct 2026). Meta bills you directly. Chirpoo adds nothing per message and costs ₹999 a month, excluding 18% GST.

### Can I add a discount line to an order confirmation?

You can, but Meta treats a message that mixes an order update with a promotion as marketing, and bills the marketing rate. Send the discount as a separate marketing message to people who opted in, and keep the confirmation clean.

### Why did Meta change my utility template to marketing?

Because its content looked promotional or was not tied to something the customer did. Meta may move a template after approval, with 1 day of notice, or none if you were warned. You can request a review within 60 days.

### Does Chirpoo support authentication templates?

No. Chirpoo templates are utility or marketing. One-time-passcode templates are not supported in Chirpoo today. If you need OTPs, use the WhaBuzz API, which is built for developers. Chirpoo is built for shared inboxes, flows and broadcasts, so it leaves that case out.
