The WhatsApp Business API is Meta's official way for a business to run WhatsApp from software instead of a single phone. Small Indian businesses can use it with a number, a Meta Business account and a payment method. Meta charges per delivered message, by category. [Chirpoo](https://chirpoo.com/) connects your number through WhaBuzz and adds a shared inbox.

## What is the WhatsApp Business API, and how is it different from the app?

The WhatsApp Business app is the free app on your phone. One number, one phone, a few linked devices. It was built for one person answering every chat.

The WhatsApp Business API (Meta calls the product the WhatsApp Business Platform, and its hosted interface the Cloud API) has no app of its own. It is a connection that lets software send and receive messages on your business number. The software is where your team works: a shared inbox, automations, broadcasts and an AI agent. Chirpoo is that software for small businesses.

What changes for you in practice:

- Many people can answer from one number, each with their own login.
- Messages can start automatically, for example when a Shopify order is placed.
- You can send a message to hundreds of customers who agreed to hear from you, using an approved template.
- You pay Meta for messages. The app never charged you for them, so this is new.

The decision between staying on the app and moving is covered in [WhatsApp Business App vs WhatsApp Business API](https://chirpoo.com/guides/whatsapp-business-app-vs-api/). If you only want the price side, [WhatsApp pricing in India](https://chirpoo.com/guides/whatsapp-pricing-india/) goes deeper.

### Who can get the WhatsApp Business API in India?

Any business that has a phone number it controls, a Meta Business account and a real business to describe. Meta verifies businesses separately, and verification matters later because it is one of the ways to raise your daily sending limit (see below).

Typical small-business users in India:

- Shopify and D2C stores sending order and COD messages
- Gyms, studios and clinics sending reminders and renewals
- Coaching institutes handling admission enquiries
- Salons and local services taking bookings
- Agencies running WhatsApp for a few clients

You do not need a developer. Chirpoo's sign-in is an email code at the Chirpoo login page, and the Meta part is a pop-up that walks you through. If you do have a developer, [WhaBuzz](https://whabuzz.com) has the API documentation.

## What does the WhatsApp Business API cost in India?

There are two bills. Meta's per-message charge, and your software's monthly fee.

Meta charges per delivered message, by category and by the recipient's country. According to [Meta's rate card](https://developers.facebook.com/documentation/business-messaging/whatsapp/pricing#rate-cards-and-volume-tiers) (effective 1 Oct 2026, checked 26 Oct 2026), the India rates, before tax, are:

| Category | India rate per message |
|---|---|
| Marketing | ₹0.8631 |
| Utility | ₹0.115 |
| Authentication | ₹0.115 |
| Service | ₹0.115 |

Meta also gives each business phone number 1,000 free service messages a month, per [its pricing page](https://developers.facebook.com/documentation/business-messaging/whatsapp/pricing) (checked 26 Oct 2026). Service messages are your free-text replies inside the 24-hour window. The developer-level breakdown is in [WhaBuzz's pricing post](https://whabuzz.com/blog/whatsapp-business-api-pricing-india/).

Chirpoo costs ₹999 a month, excluding 18% GST, for one WhatsApp number and 5 team logins. Chirpoo Commerce is ₹1,499 a month, excluding 18% GST, and adds the Shopify store messages. An extra number or extra login is ₹250 a month, excluding 18% GST. Chirpoo adds nothing per message. You pay Meta for messages, and Meta bills you directly.

### Why does a Tech Provider mean no markup?

A BSP, now called a Solution Partner by Meta, is a company that has a credit line with Meta. It pays Meta for all its clients' messages and then invoices you, at a price it sets. That price can include a markup.

A Tech Provider is a software company that builds on Meta's platform and helps you connect. It has no credit line. Meta says so itself:

> Unlike Solution Partners, however, Tech Providers do not have credit lines. Instead, clients onboarded by Tech Providers must provide their own payment method after onboarding is complete. Meta will then bill these clients for API usage, and the Tech Provider will bill for other services.

Chirpoo works this way. WhaBuzz is a Meta Tech Provider, and Chirpoo runs on the WhaBuzz gateway. Your number connects through Meta's own sign-up pop-up, you add your own payment method in your Meta account, and Meta bills you at Meta's rate. There is no markup because there is no middle invoice. The longer version is in [BSP vs Tech Provider vs Cloud API](https://whabuzz.com/blog/bsp-vs-tech-provider-vs-cloud-api/) (checked 26 Oct 2026).

One thing to set up: with a Tech Provider you keep a payment method on your own Meta account. Meta also says a business with no payment method on file will have service messages blocked once the free allowance is used, so add one before your first month ends.

## What do you need before you start?

Four things, and a fifth that people forget.

1. **A business.** A name, a website or a social page, and what you sell. Meta checks this.
2. **A Meta Business account** (a business portfolio). If you do not have one, the sign-up pop-up creates it.
3. **A phone number** you can receive an SMS or call on. It must not be active on WhatsApp or the WhatsApp Business app, or it must be one you migrate (covered next).
4. **A payment method** for your Meta account. Meta bills you directly.
5. **Opt-in.** Permission from each customer before you send them marketing messages. More on this below.

If your number is on the WhatsApp Business app today, you have two options: use a different number for the API, or move your number. Moving has a catch. Per [Meta's migration page](https://developers.facebook.com/documentation/business-messaging/whatsapp/solution-providers/migrate-existing-whatsapp-number-to-a-business-account) (checked 26 Oct 2026), you delete the account in the app and register the number with the Cloud API, and your existing messaging history will be lost. Back up your chats first. The step by step version is in [move from the WhatsApp Business app](https://chirpoo.com/blog/move-from-whatsapp-business-app/).

## How do you set up the WhatsApp Business API with Chirpoo?

About an hour for most small teams, plus Meta's checks.

1. **Start the trial.** Go to the Chirpoo login page and sign in with an email code. The 14-day trial has every feature and needs no card.
2. **Connect your number.** Chirpoo opens Meta's sign-up pop-up. You log in to Facebook, choose or create your business portfolio, and verify the number by code.
3. **Add a payment method** in your Meta account when Meta asks.
4. **Invite your team.** Five logins are included. Each person gets their own sign-in, and chats can be assigned.
5. **Create your first templates.** Describe the message in one line. Chirpoo drafts it to Meta's rules and submits it. See [WhatsApp message templates](https://chirpoo.com/guides/whatsapp-message-templates/).
6. **Turn on a flow.** Start with one: a welcome reply, or a Shopify order confirmation. Use the test run before it talks to customers.
7. **Install Chirpoo on your phone** so push alerts reach your team. On iPhone, add it to the Home Screen first.

Your WhatsApp number stays yours throughout. Your contacts and chats stay readable through the API until you close the workspace, and a full export is available on request.

## What rules apply to the WhatsApp Business API?

Three rules shape almost everything you can do.

**The 24-hour window.** A window opens when a customer messages you, and lasts 24 hours from their last message. Inside it you can send any message. Outside it, per [Meta's send-messages documentation](https://developers.facebook.com/documentation/business-messaging/whatsapp/messages/send-messages) (checked 26 Oct 2026), you can only send approved templates. Every chat in Chirpoo shows how much of the window is left. See [the 24-hour window explained](https://chirpoo.com/blog/whatsapp-24-hour-window-explained/).

**Templates.** A template is a message with fixed text and numbered blanks that Meta reviews. Meta says a decision can take up to 24 hours. Templates are how you start a conversation, send an order update or run a broadcast. See [WhatsApp message templates](https://chirpoo.com/guides/whatsapp-message-templates/).

**Opt-in.** Meta's business policy says you may only contact people on WhatsApp if you have received opt-in permission from the recipient confirming that they wish to receive messages. It also says you must respect all requests to block, discontinue or opt out ([WhatsApp Business Messaging Policy](https://whatsappbusiness.com/policy/), checked 26 Oct 2026). Chirpoo tracks consent on each contact, and a STOP or "band karo" message ends marketing sends to that person.

Meta also limits how many different people you can start conversations with in 24 hours. A new portfolio begins at 250, and the limit rises in steps ([messaging limits](https://developers.facebook.com/documentation/business-messaging/whatsapp/messaging-limits), checked 26 Oct 2026). See [messaging limits and quality rating](https://chirpoo.com/blog/whatsapp-messaging-limits-quality-rating-smb/).

## What mistakes do small businesses make?

- **Messaging a bought or old list.** No opt-in means complaints, and complaints lower your quality rating. Message only people who asked.
- **Choosing the wrong template category.** An order update with an offer line inside is treated as marketing, and costs about seven and a half times more per message than utility. See [utility vs marketing templates](https://chirpoo.com/blog/whatsapp-utility-vs-marketing-templates-cost/).
- **Submitting a template the hour before a campaign.** Approval can take up to 24 hours. Submit a day ahead.
- **Skipping the payment method.** Meta can block service messages once the free allowance is used.
- **Moving a number without backing up.** Chat history does not carry over.
- **Switching on automation and walking away.** Use the test run and shadow mode first, and decide which chats go to a human. See [WhatsApp automation](https://chirpoo.com/guides/whatsapp-automation/).
- **Leaving one phone as the only inbox.** The point of the move is a shared inbox. See [shared WhatsApp inbox](https://chirpoo.com/guides/shared-whatsapp-inbox/).

## What would a month cost for small businesses?

Here is an example. The volumes are assumed for illustration, not from any real account: one number sending 500 marketing messages, 1,500 utility messages (order and booking updates) and 600 free-text replies inside the window.

| Line | Volume | Rate | Amount |
|---|---|---|---|
| Marketing | 500 | ₹0.8631 | ₹431.55 |
| Utility | 1,500 | ₹0.115 | ₹172.50 |
| Service replies | 600 | free (under 1,000) | ₹0 |
| **Meta total, before tax** | | | **₹604.05** |

Chirpoo adds ₹999 for the month, excluding 18% GST, which is ₹1,178.82 with GST. So the month costs about ₹1,783 in all, and the ₹604.05 goes to Meta, not to Chirpoo. A provider that added a hypothetical 10% to Meta's rate would add ₹60.41 on the same volumes. At ten times the volume that markup grows ten times. A flat fee does not.

Open Chirpoo, connect the number you plan to use and send yourself a test message. If you run a Shopify store, [WhatsApp for Shopify](https://chirpoo.com/guides/whatsapp-for-shopify/) is the next read. Meta's rates and limits can change on the first day of a quarter, so check them again before you plan a large campaign in 2027.

## Frequently asked questions

### Is the WhatsApp Business API free?

The API itself has no setup fee from Meta, but Meta charges per delivered business message. From 1 Oct 2026 an India marketing message is ₹0.8631 and a utility message ₹0.115, before tax. Each number gets 1,000 free service messages a month. Your software, such as Chirpoo, charges separately.

### Can I keep using my WhatsApp Business app number on the API?

Yes, but you must move it. Meta's documented route is to delete the account in the app, then register the number with the Cloud API, which loses chat history. Meta also describes a route through partners that support business app number onboarding. Back up your chats first.

### Does Chirpoo charge extra on Meta's message price?

No. Chirpoo costs ₹999 a month, excluding 18% GST, with one number and 5 logins. Meta bills your message charges to your own Meta account at Meta's rate. Chirpoo never bills for messages and adds no markup.

### Do I need a developer to set it up?

No. You sign in to Chirpoo with an email code, connect your number through Meta's sign-up pop-up, add a payment method and invite your team. Most small teams finish in about an hour, plus Meta's template approval time of up to 24 hours.

### Do I need customer permission before messaging?

For marketing messages, yes. Meta's policy says you may contact people on WhatsApp only if they gave opt-in permission, and you must honour requests to opt out. Chirpoo records consent on each contact and stops marketing sends when someone writes STOP.
